About EBike Rulebook

EBike Rulebook is an independent guide to the rules for riding electric bikes and scooters in the United States. We answer one question for every state: can I ride this, here, at my age, and what do I need to do first?

Why this site exists

E-bike rules in the US are set state by state, and many changed in 2025 and 2026. Federal law decides how an e-bike is built and sold. Your state decides who can ride it, where, with what helmet, and whether you need a license, registration or insurance. Cities and park agencies can add their own limits. The answers are spread across statutes, DMV manuals and press releases. We put them in one place, in plain English.

How we research

  • Official sources first. Every state guide links to the statute, the DMV or MVC page, or the agency notice it relies on.
  • We say when we are not sure. When a rule is unclear or we could not confirm it from an official source, the table says Check state law instead of guessing.
  • Dated updates. Each guide shows when it was last reviewed. Laws change; if you spot an outdated rule, tell us on the contact page and we will check it.

What we are not

We are not lawyers and this site is not legal advice. Read our disclaimer for details. For a decision that matters, such as a ticket, an accident or an insurance claim, confirm with your state agency or a licensed attorney.

How the site is funded

EBike Rulebook is free to read. We may earn from display ads and from affiliate links, for example as an Amazon Associate we earn from qualifying purchases. That never changes what a law says or how we report it. See the disclaimer and privacy policy.
